The Swedish Government has taken a decision to refer a proposal ”Better opportunities for financing railway rolling stock” to the Council on Legislation. The Government proposes that Sweden should become a party of the Luxembourg Rail Protocol and that necessary legal amendments should be adopted.
UNIDROIT’s President and Secretary-General a.i. participated in a seminar hosted by Swedish Law Firm Hamilton in Stockholm in October, focussing on the key economic and strategic advantages of the Luxembourg Protocol to the Cape Town Convention for the Swedish Rail Industry.
An intragovernmental working group has been set up by the Ministry of Justice of Hungary to join the Cape Town Convention. The Ministry of Justice has now established an intra-governmental Working Party on the Cape Town Convention. Dr. Zoltán Nemessányi, Deputy State Secretary for Cooperation in International Justice Affairs announced this important step forward at a Conference on the Rail and MAC Protocols, held at the Faculty of Law, ELTE University, Budapest on November 22nd, 2017. He said “the Working Group includes almost every ministry as well as interested private sector industries”. The work will include an impact study, due in 2018.
The instrument of accession to the 1995 UNIDROIT Convention has been deposited by South Africa with the Italian Government, Depositary of the Convention, on 9 January 2018 and the Convention will enter into force for South Africa on 1 July 2018.

On 17-20 December 2017, Ms Marina Schneider, UNIDROIT Senior Legal Officer, actively participated in the workshop “Countering illicit trafficking of cultural property” jointly organised by UNESCO and the Italian Carabinieri in Amman, Jordan.
On that occasion, Ms Schneider discussed the accession procedure to the 1995 UNIDROIT Convention on Stolen or Illegally Exported Cultural Objects and main concerns from the Arab States concerning the accesion.
Ms Marina Schneider, UNIDROIT Senior Legal Officer, took part in the UNESCO Workshop on the Fight against Illicit Traffic of Cultural Property (Convention of 1970), held at Cairo from 10 to 14 December 2017, for Egypt and Sudan. In her address, Ms Schneider considered the benefits for the Arab Region resulting from the ratification of the 1995 UNIDROIT Convention on Stolen or Illegally Exported Cultural Objects.
UNIDROIT hosted a panel presentation on the challenges and opportunities of financing the space industry on 7 December 2017, featuring a keynote presentation of Tanja Masson- Zwaan (Professor, International Institute of air and space law at Leiden University). The presentation was introduced by Professor Sergio Marchisio (Chairman of the Space Preparatory Commission), and was followed by a panel discussion including Francesco Amicucci (General Counsel, Thales Alenia Space), Oliver Heinrich (Partner, BHO Legal), Souichirou Kozuka (Professor, Gakushuin University) and Bernhard Schmidt-Tedd (Head of Legal and Business Support, DLR).

The UNIDROIT Legislative Guide on Intermediated Securities was launched on 7 December 2017, immediately after the 76th session of the General Assembly. Expert members of the Working Group Francisco J. Garcimartín (Professor, Universidad Autónoma de Madrid) and Maria Chiara Malaguti (Professor, Università Cattolica del Sacro Cuore) provided an overview of the Legislative Guide and discussed its promotion and implementation.

On 7 December 2017, the 76th session of the General Assembly of UNIDROIT was held at the seat of the Institute in Rome. The Ambassador of Indonesia was elected Chairperson of the General Assembly 2017-2018. The Assembly approved the Accounts of the 2016 financial year, adopted the draft Budget for the 2018 financial year and fixed the contributions of member States for that financial year. The Assembly approved the new composition of the Finance Committee and the Review of the compensation and social security package offered to UNIDROIT staff.
