THE CAPE TOWN CONVENTION, LUXEMBOURG RAIL PROTOCOL AND MAC PROTOCOL PRESENTED IN NAIROBI

as well to discuss the benefits of the Luxembourg Rail Protocol for Africa as an adopted treaty within the framework of the Cape Town Convention.

img02The event drew the participation of diplomatic and government representatives, legal experts and industry stakeholders to discuss the beneficial impact of the Rail and MAC Protocols to the Cape Town Convention on developing countries and emerging markets, providing the African States represented at the event with a further opportunity to learn more about the future of the treaty in advance of the adoption of the MAC Protocol at the Diplomatic Conference in Pretoria, South Africa (11 – 22 November 2019).

The Acting Dean of Strathmore Law School Professor Francisco B. Lopez-Jurado and Secretary-General of UNIDROIT Professor Ignacio Tirado opened the event, which was divided into four sessions, moderated by Strathmore Law School’s Director of International Partnerships Mr Allan Mukuki. The first session focussed on the Cape Town Convention and its Rail Protocol, featuring Deputy Secretary-General of UNIDROIT Professor Anna Veneziano, Chairman of the Rail Working Group Mr Howard Rosen, and Ms Galetlolwe Semenya (Senior Manager, Passenger Rail Agency of South Africa). The second and third sessions on the MAC Protocol saw the participation of the Secretary-General of the MAC Working Group Mr Phil Durham, the Secretary-General of UNIDROIT Professor Ignacio Tirado, Professor Teresa Rodríguez de las Heras Ballell (MAC Study Group Expert), as well as Ms Beatrice Osicho (Office of the Attorney General & Department of Justice of Kenya) and Mr André Smit (State Law Adviser, DIRCO South Africa). The final session, moderated by Ms Beatrice Osicho, aimed to provide a tighter focus on the advantages of the Cape Town Convention system for Africa, with presentations from Ms Leah Mumbi Kiwara (World Bank Group), Chief, Industrialisation and Infrastructure Mr Soteri Gatera (UNECA), as well as the Secretary-General of UNIDROIT.
