UNIDROIT contributes to 8th Conference on International Coordination of Secured Transactions Reform

On 27 – 28 November 2025, UNIDROIT participated in the 8th Conference on International Coordination of Secured Transactions Reform in Hong Kong, China. The Conference was co-hosted by the Hong Kong University Faculty of Law Asian Institute of International Financial Law (AIIFL) and the United Nations Commission on International Trade Law (UNCITRAL), in UNCITRAL’s capacity as 2025 Chair of the Joint Network for Coordinating and Supporting Secured Transactions Reforms.

The event brought together key decision-makers, including international standard-setting bodies, multilateral development institutions, government agencies, regulators, and international experts from academia and the industry to discuss “Legal and Policy Reforms for Inclusive Digital Finance”. Over one‑and‑a‑half days, the Conference examined how international standards and coordinated reforms can expand sustainable access to credit, particularly for micro‑, small‑ and medium‑sized enterprises (MSMEs) and entrepreneurs that rely on receivables, intellectual property, and digital assets as collateral. During the Conference, UNIDROIT Secretary-General Ignacio Tirado delivered an opening overview of UNIDROIT’s recent work in the field of access to credit and participated in the concluding roundtable. Deputy Secretary-General Anna Veneziano presented UNIDROIT’s recent work on enforcement and its rules specific to secured transactions. Finally, Senior Legal Officer William Brydie-Watson presented the benefits of the Mining, Agricultural and Construction (MAC) Protocol to the Cape Town Convention during an panel on agriculture finance, and moderated another panel on access to credit, trade finance and digitalisation. The Joint Network for Coordinating and Supporting Secured Transactions Reforms was established in 2001 to coordinate the activities of participating organizations in providing technical assistance and capacity building to States and organizations in secured transactions and related reforms. UNIDROIT will become Chair of the Joint Network for the second time in 2026 and will have the responsibility of organising the 9th Coordination Conference.
