UNIDROIT Deepens Cooperation with the Philippines

On 24th and 25th June 2026, Secretary-General Professor Ignacio Tirado and Attaché to the Secretary-General Professor Meiling Huang visited Manila for a series of meetings with governmental institutions across the justice, financial and development sectors. The mission marked a further step in UNIDROIT’s engagement with the Philippines and identified new opportunities for intensified, stable cooperation.

On 24th June, the UNIDROIT delegation visited the Department of Justice (DoJ) of the Philippines, and was received by Secretary of Justice Atty. Fredderick A. Vida and Chief State Counsel Dennis Arvin L. Chan. Building on previous constructive exchanges, the meeting provided an opportunity to discuss the Philippines joining UNIDROIT as a Member State, and the strategic benefits that membership would bring to the country’s legal and economic reform agenda.

Later that day, the delegation visited the Asian Development Bank (ADB) and delivered a presentation on UNIDROIT instruments and their relevance to ADB’s work, followed by a meeting with Mr Steve Beck, Head of Trade Finance, and his team. Discussions covered ADB’s mandate to support sustainable, inclusive and resilient growth across Asia and the Pacific, and how UNIDROIT instruments could support the financing of infrastructure and agricultural investment across the region.

On 25 June, the delegation visited the Philippine Securities and Exchange Commission (SEC) and met with Commissioner Javey Paul D. Francisco. The meeting addressed how UNIDROIT’s instruments on digital assets and factoring, together with its ongoing work on verified carbon credits, could support the SEC’s reform agenda on capital-market development and financial innovation.

The delegation then visited the Bangko Sentral ng Pilipinas (BSP), the central bank of the Philippines, and met with Deputy Governor Lyn Javier. Discussions touched on the BSP’s role in financial stability, and on the relevance of UNIDROIT’s work on bank liquidation, as well as on sustainable finance, including carbon markets.

These meetings reaffirmed the value of dialogue between UNIDROIT and Filipino institutions and laid the groundwork for continued cooperation in the future.
