The Democratic Republic of the Congo becomes a Party to the Full Cape Town Convention System

On 4 June 2026, the Democratic Republic of the Congo deposited three Instruments of accession within the Cape Town Convention system at once.

Mr Gérard TUMBA KANIKI, Vice Cabinet Director of Her Excellency the Prime Minister, and Mr Teddy KAMEMBO MILAMBO, Director and Head of the Legal Department, Secretary-General for Foreign Affairs, delivered the instruments of accession to the Protocols of the Cape Town Convention on matters specific to Railway Rolling Stock, Space Assets, and Mining, Agricultural and Construction Equipment to Deputy Secretary-General Anna Veneziano. Having already acceded to the Cape Town Convention itself, as well as the Protocol on matters specific to Aircraft Equipment, in 2016, the Democratic Republic of the Congo has become the second State to be a Party to all Protocols in the Cape Town Convention system.

The Rail Protocol will become effective for the Democratic Republic of the Congo as of 1 October 2026, whereas the Space and MAC Protocols will enter into force when the requirements under their respective Articles XXXVIII(1) and XXV(1) have been satisfied.

UNIDROIT Deputy Secretary- General VENEZIANO commended the occasion:

Today we celebrate the fact that the Democratic Republic of the Congo has joined the Cape Town Convention family, having acceded not only to the Convention but also to all four of its Protocols, which in our opinion will provide the widest possible legal coverage to access more, cheaper credit in essential sectors of the economy, as it enters a crucial stage of its economic development.”

Her Excellency Madame Judith SUMINWA TULUKA, The Prime Minister and Chief of Government of the Democratic Republic of the Congo remarked in relation to the Luxembourg Rail Protocol already in force:

We are delighted that DRC has acceded to the Luxembourg Rail Protocol and is now the second SADC Contracting State. As our neighbours also move forward with accession, we look forward to seamless, cost effective, private finance for rolling stock moving around the SADC network”.

The event was also attended by the Counsellor at the Embassy of the Democratic Republic of the Congo in Italy, Marco MUJINGA LIMBOMBE, and the Principal Legal Officer and Treaty Depositary Marina SCHNEIDER.
