On 10 July, UNIDROIT and the Department of Justice of the Government of the Hong Kong Special Administrative Region (HKSAR) co-hosted the seminar titled ‘Hong Kong as a Gateway to the Asia-Pacific’ in Rome, with the support of ICC Italy (International Chamber of Commerce), and the Milan Chamber of Arbitration.
Addressed to distinguished legal experts, scholars, practitioners and representatives from the Chinese and Italian business communities, the seminar featured a keynote speech delivered by Mr Lam Ting-Kwok Paul, GBS, SC, JP, Secretary for Justice of the Hong Kong Special Administrative Region (HKSAR) of the People’s Republic of China.
The seminar opened with welcome remarks by UNIDROIT Secretary-General Professor Ignacio Tirado and H.E. Jia Guide, Ambassador of the People’s Republic of China to Italy. Delivering the keynote speech, Mr Lam highlighted Hong Kong’s unique status and Hong Kong’s reputation as a trusted hub for international arbitration, commercial law, and dispute resolution, supported by its integration of global legal standards and multilingual legal practice.
The panel discussion that followed was moderated by UNIDROIT Deputy Secretary-General Professor Anna Veneziano, and focused on Hong Kong’s evolving role as a legal bridge between Asia and the world, with speakers from the High Courts of Italy (Judge Luciano Panzani as former judge both at the Italian Supreme Court and former President of Court of Appeal of Rome), the International Chamber of Commerce (Represented by Mr Andrea Carlevaris), the Chamber of Arbitration of Milan (represented by Ms Cecilia Carrara), Sapienza University of Rome (represented by Professor Luca Di Donna), and the UNIDROIT Asian Transnational Law Centre (Professor Meiling Huang, Principal Legal Officer and Co-Director of the ATLC). The speakers examined Hong Kong serving as a case study in blending common law traditions with regional legal dynamics. The discussion also emphasised the strategic development of regional legal hubs and underscored Hong Kong’s capacity for innovation and international legal cooperation as vital to future progress.
In closing, both Professor Ignacio Tirado and Mr Paul Lam reaffirmed the significance of the ties between UNIDROIT and Hong Kong , with a mutual intention of further strengthening their existing cooperation.
