UNIDROIT and EBRD co-organise the 9th International Conference on the Coordination of Secured Transactions Reform in London

On 21- 22 September 2026, the International Institute for the Unification of Private Law (UNIDROIT) and the European Bank for Construction and Development (EBRD) co-organised the 9th International Conference on the Coordination of Secured Transactions Reform (STCC9) at the EBRD Headquarters in London, the United Kingdom. Organised under the auspices of the Joint Network for Coordinating and Supporting Secured Transactions Reforms, the event convened key decision makers and main actors in the secured transactions field, including international standard setters, multilateral development banks, financial institutions, development agencies, government representatives, regulators, private sector associations and legal experts to discuss emerging trends and current challenges in strengthening the global legal framework facilitating secured transactions and access to credit.

Under the theme of “scaling access to finance through law, policy, digitalisation and investment”, STCC9 included panels covered asset-based finance and leasing, digital assets and tokenisation, the financing of goods in transit, supply chain finance and factoring, agri-finance, and a dedicated session on Africa, alongside core panels on the coordination of international standards, implementation and investment. As co-organisers, UNIDROIT made significant contributions to the event. UNIDROIT Secretary-General Ignacio Tirado delivered opening remarks on the first morning, while also speaking on the Opening Roundtable on the standards coordination, and delivered remarks on the future of the Joint Network during the Concluding Roundtable. Deputy Secretary-General Anna Veneziano moderated the first panel on Asset Based Financing and Leasing and spoke on the sixth panel in relation to UNDIROIT’s engagement strategy for Africa. Senior Legal Officer William Brydie-Watson presented on the Cape Town Convention and its Protocols during the first panel, and moderated the sixth panel on agricultural finance. The promotion of UNIDROIT instruments in the field of access to credit were prominent throughout the conference, with repeated discussion of the MAC Protocol and Rail Protocols to the Cape Town Convention, the UNIDROIT Model Law on Factoring, the UNCITRAL/UNIDROIT Model Law on Warehouse Receipts, the UNIDROIT Model Law on Leasing and UNIDROIT’s new project on agricultural finance. With an Executive Committee comprised of UNIDROIT, UNCITRAL, the World Bank Group, the EBRD and the International Law Institute, the Joint Network seeks to facilitate the modernisation and enhancement of secured transactions frameworks, particularly through the adoption and implementation of international standards in this area. UNIDROIT first Chaired the Joint Network in 2022 and is currently serving as the 2026 Chair.
