UNIDROIT hosts Iraqi delegation for study visit on cultural heritage protection

From 7 to 8 October 2026, UNIDROIT welcomed at its Headquarters in Rome a delegation from Iraq for a study visit dedicated to the protection of cultural heritage, organised in cooperation with the European Union Advisory Mission in Iraq (EUAM Iraq).

The delegation included six members of the Legal Team of the Iraqi State Board of Antiquities and Heritage (SBAH), the Senior Adviser of the Parliament Speaker for the judicial issues and the General Director of the Parliamentary Affair of the Iraqi Council of Representatives, accompanied by senior strategic advisors and national liaison officers from EUAM Iraq. The visit forms part of EUAM Iraq’s support to civilian aspects of Security Sector Reform, and was designed to assist the Iraqi authorities in their ongoing review of the national legal framework for the protection of cultural heritage, including the elaboration of a new law to replace Law No. 55 of 2002, as well as finalising the accession process to the 1995 UNIDROIT Convention on Stolen or Illegally Exported Cultural Objects.

The delegation was welcomed by UNIDROIT Secretary-General Professor Ignacio Tirado. Over two days of sessions, participants discussed the importance of an inclusive and knowledge-based legislative process, the federal legislative process and the role of ex ante and ex post impact assessments, and the implementation of national and international rules on cultural heritage in Iraq. The SBAH team also presented the state of work on the draft new law.

The second day focused on the international legal framework. Ms Marina Schneider, UNIDROIT Principal Legal Officer and Treaty Depositary, presented the 1995 UNIDROIT Convention and focused on its compulsory declarations. Professor Manlio Frigo, whose participation was supported by UNIDROIT’s International Programme for Law and Development (IPLD), addressed the relationship between domestic and international law in the implementation of the 1995 UNIDROIT Convention and the 1954 and 1970 UNESCO Conventions, and proposed a methodical approach to amending national legislation on cultural heritage protection. Each day concluded with an open discussion among all participants.

UNIDROIT thanks EUAM Iraq, and in particular its Head of Mission, Mr Ralf Schroeder, and Lgt. CC. Claudio Terzulli, Senior Strategic Advisor on Organised Crime – Cultural Heritage Protection, for the excellent cooperation, and looks forward to continuing to support Iraq in strengthening its legal framework for the protection of cultural heritage.
