IPLD BEPCAC 2026 Concludes in Rome and Looks Ahead to Continued Cooperation

The 2026 edition of UNIDROIT’s International Programme for Law and Development (IPLD) for the Balkans, Eastern Partnership, Central Asia and the Caucasus (BEPCAC) concluded in Rome on 18 September, bringing together 18 participants from 11 countries across the region. Supported by the Directorate General for Development Cooperation of the Italian Ministry of Foreign Affairs and International Cooperation (MAECI–DGCS), the Programme combined a week of online learning with two weeks of in-person activities at UNIDROIT’s headquarters.
Through lectures, case studies and interactive sessions led by UNIDROIT Legal Officers and external experts, participants explored instruments for the modernisation and harmonisation of private and commercial law. Their professional experience brought different legal and institutional perspectives into the discussions, keeping the focus on practical application.
Participants’ projects were a central element of the Programme. At the final presentations on 17 September, they shared proposals addressing challenges relevant to their countries and fields of work. The presentations provided an opportunity to consider how the instruments and approaches studied during BEPCAC could inform further work in their own institutions.
In UNIDROIT’s Centenary year, the cohort also contributed to workshops on Financial Markets and Technology, Private Law and Agriculture, and Sustainable Development. These exchanges brought participants into dialogue with UNIDROIT experts and the wider communities involved in the Centenary Workstreams. Their regional perspectives, in turn, informed the discussions.

The closing ceremony celebrated the participants’ work and the connections formed during the Programme. UNIDROIT thanked the experts, institutional partners and IPLD team for their contributions to the second BEPCAC edition.
The exchange has already continued beyond the closing ceremony. In responses to resources shared after the Programme, participants expressed their wish to remain connected, pursue issues discussed in Rome and take part in further learning opportunities. Their messages illustrate a practical next step for BEPCAC: sustaining professional exchange and cooperation through the wider IPLD Alumni Network.
With this second edition, BEPCAC has shown that bringing legal professionals from different regions together can turn a shared programme into lasting professional connections, a foundation UNIDROIT intends to keep building on.
