International Programme for Law and Development (IPLD) – BEPCAC 2025

Advancing Legal Harmonisation Across the Balkans, Eastern Partnership, Central Asia, and the Caucasus (BEPCAC)

In 2025, UNIDROIT launched a landmark edition of the International Programme for Law and Development (IPLD), expanding its reach beyond Africa for the first time to embrace regions where harmonisation of private and commercial law and cross-border cooperation are rapidly gaining momentum. Supported by the Directorate-General for Development Cooperation of the Italian Ministry of Foreign Affairs and International Cooperation, the new edition for the Balkans, Eastern Partnership, Central Asia and the Caucasus brought together 14 legal professionals from Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Mongolia, Montenegro, Serbia, Tajikistan, and Uzbekistan for an intensive programme designed to strengthen legal capacities and promote regional integration.

A New Chapter for IPLD: Extending the Dialogue Across Regions

This edition marked a significant step in UNIDROIT’s outreach strategy. Countries across the Balkans, Eastern Partnership, Central Asia, and the Caucasus are navigating fast-evolving economic landscapes, increased international trade, and growing demands for coordinated legal frameworks. The IPLD BEPCAC edition responded to these needs by offering a space where legal experts could learn, exchange perspectives, and co-create solutions to shared challenges. The programme aims to replicate the success of previous Africa-focused editions while building lasting relationships and expanding the global IPLD community.

   

 

A Learning Journey

The Programme unfolded over three weeks, beginning with an online introduction followed by two residential weeks in Rome. The Opening Ceremony, held at UNIDROIT’s historic Villa Aldobrandini, set the tone for an enriching learning journey. Participants were encouraged to engage critically, ask questions, and contribute their country experiences from the very first session positioning the Programme as an interactive space for dialogue.

During the in-person sessions, participants took part in a robust curriculum led by UNIDROIT Legal Officers and distinguished external experts. Seminars and workshops covered a wide range of UNIDROIT’s instruments and current work. Through case studies, discussion groups, and practical exercises, participants explored how these instruments could be adapted to their national structures and used to support reforms at home.

From Shared Learning to Individual Vision: Project Development

Throughout the Programme, participants developed individual projects, each addressing a challenge relevant to their national legal systems. Under the guidance of UNIDROIT experts, they worked to identify how specific UNIDROIT instruments could support legislative reforms, improve legal certainty, or facilitate economic integration. These projects matured into structured proposals presented during the closing session – an opportunity for participants to articulate concrete plans for applying newly acquired knowledge in practice.

A Regional Network with Global Reach

The Programme concluded on 25 September 2025 with a Closing Ceremony highlighting both the diversity of the cohort and their shared commitment to legal development across the region. The BEPCAC edition expanded IPLD’s global footprint, bringing together legal professionals whose collaboration will continue long after their time in Rome. The pilot edition clearly demonstrated the strong demand for a programme that supports legal harmonisation and promotes the use of UNIDROIT instruments across these rapidly evolving regions.

Its lasting impact lies not only in the expertise gained or the projects developed, but in the vibrant community it created – professionals committed to strengthening legal certainty, cooperation, and sustainable development. As they join the broader IPLD Alumni Network, participants will continue to fuel a growing platform for dialogue, exchange, and shared progress.
