On 5 May, UNIDROIT Secretary-General Professor Ignacio Tirado participated in a Panel on Capacity Building during the World Law Congress, organised by the World Jurist Association in Santo Domingo, at the kind invitation of the Department of Justice (DoJ) of the Hong Kong Special Administrative Region of the People’s Republic of China (HKSAR).
Chaired by the Head of the International Law Division of the DoJ, Dr James Ding, the panel also featured the Secretary-General of the Hague Conference for Private International Law Dr Christophe Bernasconi, Senior Legal Officer of the United Nations Commission for International Trade Law Mr Neale Bergman, Professor Nicolás Lozada Pimiento of the Universidad Externado of Colombia, and Dr Ling Yang, Director of the Hong Kong International Legal Talents Office of HKSAR.
The Secretary-General emphasised the importance of capacity building for the implementation of UNIDROIT instruments, especially in regards to its Soft Law products, which require the highly technical standards of international law to be transposed into a national legislative context. UNIDROIT, as a world-renowned research Hub, contributes to capacity building worldwide through the branches of the UNIDROIT Academy, made up of Academic Projects, International Joint Research Institutes and Law Centres, the International Programme for Law and Development, its Chair Programmes and Fellowships, and the ever-expanding UNIDROIT Scholarship, Internship and Research Programme. Its secondment schemes, including those in place with the HKSAR, are also a key part of knowledge transfer and facilitation of implementation of UNIDROIT Instruments.
