The 2026 Edition of IPLD Africa Plus Opens in Rome in UNIDROIT’s Centenary Year

The 2026 edition of IPLD Africa Plus opened at UNIDROIT’s headquarters in Rome. The International Programme for Law and Development is addressed to professionals, public officials and institutional representatives from several African countries. The initiative is supported by the Directorate General for Development Cooperation of the Italian Ministry of Foreign Affairs and International Cooperation as part of activities to promote legal dialogue, institutional cooperation, and capacity building in the fields of law and development.

The 2026 edition of IPLD is particularly rich in initiatives and events. It officially opened in person on 15 June at UNIDROIT’s headquarters, Villa Aldobrandini, in Rome, and forms part of the celebrations marking the Institute’s 100th anniversary.

The opening session brought together the 28 participants in the programme, from 19 countries across the African continent, representatives of UNIDROIT and of the Italian Ministry of Foreign Affairs and International Cooperation, international experts and members of the diplomatic corps accredited in Rome. The event confirmed IPLD Africa Plus’s role as a platform for advanced training, institutional dialogue, and legal cooperation.

In his opening remarks, the Secretary-General of UNIDROIT, Professor Ignacio Tirado, expressed appreciation for Italy’s support for the Institute and for the IPLD programme, within the broader framework of Italy’s development cooperation strategy and the Mattei Plan. He also underlined the mutually beneficial dimension of the programme: on the one hand, an experience of technical training and international exchange for the participants; on the other, an opportunity for UNIDROIT to listen, learn and engage in dialogue with African professionals and institutions, also with a view to promoting wider dissemination of its instruments across the continent.

The presence of Counsellor Susanna Schlein, representing the Italian Ministry of Foreign Affairs and International Cooperation, was of particular significance. In her remarks, she recalled the importance of legal cooperation as an essential component of dialogue among countries, also within the broader framework of initiatives aimed at strengthening institutional partnerships based on shared expertise, sustainable development and mutual understanding.

Professor Anna Veneziano, Deputy Secretary-General of UNIDROIT, recalled the importance of the instruments developed by the Institute in supporting legal harmonisation and modernisation, highlighting their relevance to sustainable economic development and international legal cooperation.

The opening session was further enriched by the keynote speech delivered by Professor Emilia Onyema, which focused on the role of legal harmonisation as an enabling factor for economic development and investment attraction on the African continent. Her address offered participants an academic and international perspective on the link between legal certainty, institutional cooperation and sustainable growth.

The opening also saw the participation of representatives of the diplomatic corps accredited to Rome, including the Ambassadors of Egypt, Mozambique, and South Africa, as well as other diplomatic and institutional representatives. Their presence helped to enhance the international dimension of the initiative and the engagement of the representations accredited in Rome.

The 2026 edition, which began with a first week of online sessions, will now continue with residential sessions, thematic workshops and opportunities for exchange devoted to some of UNIDROIT’s main areas of work, with particular attention to the role of law in economic development, international cooperation and institutional capacity-building. The programme will also include one of the workshops from the Centenary Workstreams dedicated to contract law, offering participants a further opportunity to engage with themes central to the Institute’s work and to international legal cooperation.

Through IPLD Africa Plus, UNIDROIT confirms its commitment to promoting dialogue among legal systems, the circulation of knowledge and the building of professional networks among experts from different institutional contexts.
