The UNIDROIT International Programme for Law and Development (IPLD) at CODEWAY Expo 2026

New Geographies of Cooperation: Law, Diasporas and Italy–Africa Partnerships

In the framework of CODEWAY Expo 2026, the International Programme for Law and Development (IPLD) of UNIDROIT promoted the multidisciplinary conversation “New Geographies of Cooperation: Law, Diasporas and Italy–Africa Partnerships”, dedicated to the role of law, international cooperation, diasporas, investments, capacity building and transnational leaderships in the evolving relations between Italy and Africa.

The initiative formed part of CODEWAY Expo 2026, the annual Italian event dedicated to international cooperation, sustainable development and the role of the private sector in emerging markets, organised with the support of the Italian Ministry of Foreign Affairs and International Cooperation and the Italian Development Cooperation. The initiative also formed part of the broader activities organised within the framework of the UNIDROIT Centenary celebrations.

The conversation brought together Bertrand H. Mani Ndongbou, first founding President of the Coordinamento Italiano delle Diaspore per la Cooperazione Internazionale (CIDCI), Sónia Paulo Mavunja, Health Program Manager at Cooperazione Mozambico Italia, and Maria Teresa Iaquinta, Director of the International Programme for Law and Development (IPLD) of UNIDROIT. The session was moderated by economic journalist Marco Cassinis.

The discussion explored ongoing transformations in cooperation relations between Italy and Africa, highlighting how international cooperation increasingly requires integrated approaches capable of connecting legal frameworks, investments, professional mobility, education and institutional capacity-building.

As noted during the discussion, “contemporary cooperation is built not only through resources and projects, but also through trust, professional networks and shared responsibility.”

Particular attention was devoted to the growing role of diasporas in creating economic, professional and cultural connections between Africa and Europe. Bertrand H. Mani Ndongbou underlined that “diasporas are becoming increasingly relevant actors in building connections among territories, competences and different economic systems,” while also emphasising the important role that institutions such as UNIDROIT may play in supporting dialogue, legal cooperation and professional exchanges across different regions.

Sónia Paulo Mavunja highlighted the importance of community-based cooperation experiences and of the human dimension of international partnerships, underlining how local engagement and intercultural dialogue may contribute to more sustainable and inclusive cooperation models.

The conversation also explored the relationship between legal harmonisation, institutional trust and economic development, emphasising how legal predictability, access to credit and interoperability of legal systems represent essential elements for sustainable partnerships and investment-friendly environments. As further stressed during the discussion, “without legal trust, there can be no lasting economic trust.”

The panel also highlighted the role that international capacity-building programmes — including the UNIDROIT International Programme for Law and Development (IPLD) — may play not only in the training of young professionals, but also in strengthening long-term professional networks and cooperation platforms across different regions and sectors.

Many of the issues raised during the conversation will be further explored within the framework of the upcoming IPLD activities, including the Africa Plus component, which will take place from 5 June to 2 July 2026 through online activities and in-person sessions at the UNIDROIT Headquarters in Rome.

The programme will bring together participants from numerous African countries and foster exchanges on law, sustainable development, investments, international cooperation and institutional capacity-building.
